Regulations & Guidelines

Introduction

The first edition of the Dandelion International Poster & Cartoon Festival is held with the aim of providing a professional and reliable platform for presenting artistic works in the fields of posters and cartoons.
This event seeks to bring together artists, designers, and visual storytellers from different countries, offering a broad space for creative visions and human narratives.

These regulations are established to ensure transparency, protect participants’ rights, enhance the quality of submissions, and organize the operational aspects of the festival. Participation in any category constitutes explicit acceptance of all terms.


1. General Rules of the Competition

1.1 Dandelion is an international artistic festival open to all artists regardless of nationality, residence, or professional level.
1.2 This edition includes several independent sections; participants may submit one or more works to any section separately.
1.3 Each category’s theme, ethical standards, acceptable content, and copyright requirements must be strictly followed.
1.4 The organizer reserves the right to modify or update the regulations when necessary. The official version is the one published on the website.
1.5 Submitting a work is considered a declaration of legal ownership and full acceptance of all rules, and grants the festival permission to use the work for non-commercial purposes related to the event.
1.6 Participants are responsible for file quality, accuracy of information, and compliance with technical specifications. The organizer bears no responsibility for technical issues or submission errors.


2. Participant Requirements

2.1 Participation is open to artists, designers, students, and interested individuals without restrictions on age or nationality.
2.2 Participation may be individual or collective; group entries must designate an official representative.
2.3 Multiple works may be submitted across different categories, but each work may only be entered in one category.
2.4 All information provided in the registration form must be accurate and verifiable.
2.5 Members of the organizing team or anyone with direct access to the judging process are prohibited from participating.
2.6 Registration and participation constitute full acceptance of all regulations.


3. Technical Specifications

3.1 General

All works must be sent in digital format and with sufficient quality for evaluation and printing. Physical submissions are not accepted.


3.2 Poster Categories (Thematic & Free Posters)

3.2.1 Format: JPG or PNG
3.2.2 Resolution: 300 dpi
3.2.3 Dimensions: 70×50 cm (vertical or horizontal)
3.2.4 No watermarks, signatures, or symbols allowed.
3.2.5 Original TIF files will be requested if the work qualifies for the second stage.
3.2.6 The use of AI is strictly prohibited in this section.
3.2.7 Handmade works must be submitted as high-quality photos or scans.


3.3 Cartoon Section

3.3.1 Format: JPG or PNG
3.3.2 Resolution: 300 dpi
3.3.3 Minimum side length: 2000 px
3.3.4 Must be a single-frame cartoon
3.3.5 AI usage is prohibited
3.3.6 No signatures or watermarks allowed


3.4 AI Poster Section

3.4.1 Format: JPG or PNG
3.4.2 Resolution: 300 dpi
3.4.3 Minimum side length: 2000 px
3.4.4 Must be a single generated image without montage or compositing
3.4.5 The artist must provide:

  • Full prompt
  • Three production stages: initial – mid – final
  • A 3–5 line description of the process
  • A screenshot of metadata (if available)

3.4.6 The artist is fully responsible for the authenticity of the work.
3.4.7 No signatures or logos allowed.


3.5 General Requirements for All Works

3.5.1 Works must be new and previously unpublished or unfavored.
3.5.2 Low-quality, cropped, or distorted works will be rejected immediately.
3.5.3 The use of copyrighted material without permission is strictly prohibited and constitutes full legal responsibility of the participant.
3.5.4 Original high-quality files may be requested when necessary.
3.5.5 Any non-compliance with specifications results in rejection in the first stage.


4. Content Rules

4.1 The work must visually and conceptually match the category’s theme.
4.2 Use of elements or images owned by others without permission is prohibited.
4.3 Offensive, racist, or inciting content is prohibited.
4.4 Copied or plagiarized works are rejected and the participant is disqualified.
4.5 Visual storytelling must remain authentic; intentional defamation of real individuals is not allowed.
4.6 In AI categories, thematic accuracy and visual coherence are the participant’s responsibility.
4.7 The organizer has the right to reject any work that violates the festival’s ethical values.


5. Intellectual Property & Usage Rights

5.1 Intellectual and material ownership of works remains with the participant.
5.2 The participant grants the festival non-commercial usage rights for:

  • Publication on the official website
  • Posting on social platforms
  • Use in reports, news, and promotional materials
  • Display in galleries or festival exhibitions

5.3 Any commercial use requires the explicit permission of the artist.
5.4 The participant guarantees full ownership of the work and that it does not violate any third-party rights.


6. Judging Criteria

6.1 Judging is conducted by a specialized committee, and its decisions are final.
6.2 Criteria include:

  • Originality & creativity
  • Quality of execution
  • Composition & visual harmony
  • Relevance to the theme
  • Strength of message
  • Artistic or technical innovation

6.3 Additional information or files may be requested.
6.4 Judging may occur in multiple stages.


7. Submission Procedure

7.1 Works must be sent exclusively via email:

7.2 Submissions through other channels will not be accepted.
7.3 A Word file must be attached containing:

  • Full name
  • Country / nationality
  • Email
  • Phone number
  • Postal address
  • Personal photo
  • Filename and selected category

7.4 Multiple works may be submitted with accurate details for each piece.
7.5 Incomplete files will be rejected.
7.6 No updates will be accepted after the deadline.
7.7 Email receipt does not indicate acceptance; results are published only on the Participants page.
7.8 Names and the number of accepted works will be listed on the Participants page.


8. Timeline

8.1 All dates are published on the official website.
8.2 The organizer may adjust the schedule when necessary.


9. Reasons for Rejection

  • Not matching the theme
  • Poor quality or incorrect specifications
  • Copyright violations
  • Similarity to other works
  • Offensive or inappropriate content
  • Late submission
  • Providing false information

10. Awards & Delivery Process

10.1 Awards will be announced in the official statement.
10.2 Financial transfers follow applicable regulations.
10.3 Accurate financial information must be provided.
10.4 Awards are delivered within the designated period.

Physical Awards

10.5.1 Delivery options:

A) International shipping when possible
B) Personal collection in Tehran
C) Storage at the “General Soleimani” Gallery until collected

10.5.2 Delivery method is at the festival’s discretion.
10.5.3 Winners are responsible for providing accurate contact information.


11. Privacy

11.1 All registration data is confidential.
11.2 The festival is committed to protecting personal data.
11.3 Participants may request modification or deletion of their data unless restricted by festival procedures.


12. Organizer Responsibilities

12.1 Festival management and judging are conducted professionally and impartially.
12.2 The organizer is not responsible for technical failures or connectivity issues.
12.3 The organizer may disqualify any participant in violation of the rules.
12.4 Organizer decisions are final.


13. Acceptance of Regulations

13.1 Participation constitutes full acceptance of all regulations.
13.2 Any submission without acceptance of the rules is invalid.
13.3 In unlisted cases, decisions are made at the organizer’s discretion.
